You can find out if you can connect using telnet. Try:
telnet cvs.delorie.com 2401
(2401 is the port-number for CVS.)
If you can connect OK, then the problem is the CVS program. If you can't
connect OK - if it times out or you get a connection dropped message
immediately - then it's probable that your ISP is blocking CVS access.
