Because of this:

See the -D__DJGPP_MINOR=2 part?  It says that your DJGPP minor version
number is 2, i.e. you have v2.02 installed.  Or so GCC thinks--this
might as well be the symptom of the problem.

Do you still see the same -D__DJGPP_MINOR=2 now that GCC picks up the
right specs file?
