You can't.

There's no such hack, AFAIK. You can use djasm to produce 16-bit
executables, but for that, your sources must be in assembly.
There's also an unfinished project to produce a 16-bit GCC, you can
find the details on www.delorie.com.
(I'm puzzled why would you need to use DJGPP to compile a 16-bit
program. There are lots of semi-free tools out there, if you must
have a 16-bit program.)
