If you mean the DOS environment (programs get their own copy, and cannot normally change the DOS environment). the answer is yes, but the technique is tricky and has nothing to do with DJGPP - it's tricky to do with *any* dos program. Note that doing this is a FAQ in other dos programming forums; you can find the generic answer there and port the technique to djgpp afterwards.
