MinGW32 is a compilation environment for Windoze.
Cygwin is a fairly complete unix-like environment for Windoze, which
comes with but is not limited to a compilation environment.
I've not used either of the much, but have played with cygwin a little,
and it even seems to support background processes. I've compiled a couple
of Unix packages, including ncurses, on cygwin and it went quite nicely.
OTOH if all you want to do is build Windoze programs, MinGW32 may do
for you.
