It is available here: ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2apps/tex/kpse32b.zip There's also the source distro, kpse32s.zip, but I don't think you need it: just install kpse32b.zip and link against -lkpathsea. The distribution also includes header files required to compile the sources which use Kpathsea; these headers unzip into your include directory.
