These are newsgroups and you may be flamed for calling them lists. No matter which NG you use, check the FAQs and watch the NG ("lurk") for a while before posting. In all cases, these are language-specific. If you have a question that is actually about windows, dos, unix, etc. or about algorithms which are not language-specific or abour hardware-specific issues such as graphics, you will be redirected. Such redirection is meant as helpful.
