This is just about all you need. hline covers a wide range of different
functions including

-  straight blit (although there may be a specific function for this)
-  stretch blit
-  rotated blit
-  triangles
-  polys

in other words all the heavy texture and bitmap work.

I'm not sure if WinAllegro is still supported.  The main Allegro WIP is the
preferred Windows version now.
I suggest you upgrade, as your 3.12 code will work with probably no changes
at all.
