I think this method is overly complicated. You shouldn't usually
remove the COUNTRY line in config.sys, for this, e.g.
Anyway, I think there is no real problem that needs fixing, here. You
just have to remember which of the two 'pipe' keys is the correct one,
and that's it.

The first two are, indeed, best removed. The third, however, you don't
really remove anyway, as you put it back in in STEP 2, anyway. You
might just as well leave it alone, and skip step 2.

I advise against removing this line altogether. It would affect other
things than just the keyboard layout. The COUNTRY affects date/time
displays, too, IIRC.
It's only the "850" in that line alone that's really causing the
trouble, in my experience. Just remove it, or replace it with the
default (437), and that's it.
