How would an OS be braindead just because it requires a keyboard
driver? The fact that it's a TSR makes it easier to change keyboard
configuration later. 

Yes, there are situations where you want to switch to a different
layout, after booting. E.g., typing in C or TeX code on a German PC
keyboard is really a royal pain in the lower back, what with all of
[]{} and \ being in finger-twisting AltGr-<digit> positions.

I wouldn't call them "magic" --- hey, they're even properly documented
(up to DOS 6.22, but even in Win98, the docu is still there, just
hidden on the CD where many people won't find it).  They're
configuration lines necessary to tell DOS what type of keyboard you
use. How is it supposed to know that, if you don't tell it?
