Of course, long file names are supported on all platforms except on
DOS and Windows 3.x. I didn't think the OP was asking about platforms
where long file names are not available at all.

No, it's not the same. Long command lines are supported on all
platforms: both DJGPP and Cygwin ports support long commands.

Simply because I don't have enough time to put yet another development
environment on the CD. I would gladly relinquish my duties in
preparing this CD to someone else, but the FSF didn't have anyone else
to turn to, so I agreed to do what's in my limited power.
Each development environment needs an installation program and a
section in the book that accompanies the CD, which describes how to
install and set up that environment, and how to handle possible
problems. For the Cygwin stuff, this was arranged by one of the
people who work on Cygwin, so I didn't need to work too hard. No one
volunteered to do the same for MinGW, so it was left out.
