sorry for these flippant suggestions, but you never know
1) swap your PCI cards around - the card at the top end gets first choice of
interrupt
2) is the ROM at $F0000 under DOS-32 ? - does your BIOS shadow itself before
you start?
 and BIOS's are 128k these days in a 64k window?!
3) are you handy with a soldering iron? there's no such thing as
'jumper-free' if you are ;)
