Pretty much.

There is a bug in some versions of CWSDPMI that prohibits access to
the last 4 KB page of the 4 GB address space.  I'm not 100% sure it's
100% fixed in CWSDPMI r5 (the latest release), but it wouldn't hurt to
check.
