Make a batch file `djgpp.bat' that contains these lines:

  set DJGPP=c:\djgpp\djgpp.env
  set PATH=c:\djgpp\bin;%PATH%
  command

Now throw djgpp.bat somewhere safe in your Start Menu.
This is untested; tell us if it worked.
