If keyb.com is the culprit, it is clear why Shift keys are treated differently (I'd expect the right Alt key to be special as well): they produce special keys and switch the keyboard between the ASCII and your localized input mode. However, I don't know why does this cause the system to hang, or what to do to avoid that.
