You could spawn \WINDOWS\START.EXE, with the name of the other dos program
as the argument, eg:

int spawn_program (char *prog)
{
    char line[MAX_PATH];
    sprintf (line, "c:/windows/start.exe %s", prog);
    return system(line);
}
