It's actually much worse: the list of codepages used by DOS is much longer than these two, the list of Windows codepages is about the same length, and there are other encodings besides Unicode that can cover several charsets in one go (e.g., ISO-2022). The Unicode data-base has all the relevant info, at least as far as letter-case is concerned, but the size of the tables is preposterously large.
