That *may* be because that PCI card isn't technically a modem,
actually.  Many modern PCI-Modems are so-called 'Winmodems', where the
hardware is actually rather dumb, and the actual modem is implemented
in software, as a Windows 9x device driver.  Causes all kinds of
trouble if you're trying to use them from any other operating system.

The method first became popular with so-called 'GDI printers', which
understood no other input but Windows.
