You are in luck: there's a prerelease of the DJGPP port of `recode' 3.5 in v2gnu/beta directory on the usual DJGPP sites. There's also a port of `recode' 3.4 in the v2gnu directory itself. (In general, it is advisable to look on SimTel before asking questions here.)
