Yes.

AFAIK, no compiler/library are currently 100% complying. MSVC and GCC
come close, though. Rumor has it that the next release 3.0 of libstdc++
will implement the entire Standard C++ library.

No, I understand that from other people who posted here. I myself don't
care much about C++.
