Short answer: download v2/djdev203.zip, unzip the file djgpp.env from
there, and `man' will begin to work for you.
Long answer: to get Groff to work, you need to set up certain
environment variables to point to the places where it should look for
crucial files required for it operation. One of these files is
`DESC'. These environment variables are described in the Groff docs,
and teh file djgpp/README in the Groff distribution explains at some
length how to set them up. I'm guessing that you either didn't read
the docs or failed to set the variables correctly.
The file djgpp.env shipped with djdev203.zip already has all those
variables set up for you, so it is an easier way to solve this
problem. However, if you want to avoid downloading it, you can still
set those variables manually, as djgpp/README describes.
Also, you need to unzip the packages preserving the directory
structure, as someone else told you here. This is also described in
djgpp/README.
