Several users reported that the timezone files in the djtzn203.zip
distribution are broken (cause TZ-dependent programs to behave
erratically).  Therefore I uploaded a fixed djtzn203.zip distribution
to SimTel.NET.  It should be on your nearest mirror within a day or
two.

I took this opportunity to update the distribution using the latest
Timezone data base from elsie.nci.nih.gov.

Please direct any bug reports or any further discussions about this

I'm sorry for any inconvenience caused by this problem (its precise
cause is still under investigation).
