Your question depends entirely on your needs.  DJGPP is indeed good, if you are
writing programs for DOS.  Or if you want to make programs which are portable
between various operating systems.  But if you want to write software for
Windows, then DJGPP isn't for you.  Visual C++ is really the way to go with
Windows programming, although several free Win32 compilers are gaining some
fame (notoriety?).

It all depends on what *you* want to program.  If you want to write Windows
software, have your hand held throughout the process (Wizards) and have a few
hundred (assuming) dollars, get VC++.  If you just want to write hobby/hack
programs, DJGPP should be fine.  (I am not implying that DJGPP is only for
hobby/hack proggies, just citing an example for the OP).
