The FAQ distribution, v2/faq230b.zip, includes djgppfaq.html, which is
what you are looking for.

But I would really suggest to use the Info version, since Info readers
have the index-search command (in info.exe, press `i' to activate it)
which makes it much easier to quickly find any subject in the FAQ.
HTML browsers don't support indices.
