make.exe is probably in c:\djgpp\bin or wherever else you installed
DJGPP. If it's not, get GNU make from the zip picker:

What happens if you do type make?

On your PATH if you downloaded all of the basic DJGPP toolchain.
Make.exe uses a script called a "makefile" for managing what files
depend on what files and how to translate (in this case, compile)
the files.
