Depends on how 'free' you want it. There's always Borland's offer of
TurboC 2.01, for free download from their WWW pages, after you fill
out a (large-ish) questionnaire. No source code for the compiler or
the libc, but you get a nice working compiler.

There are others, too. Check out SimTel.Net, sometime.
