Sure it is. It just may be a much bigger amount of work than you think
it is. Making DJGPP binutils that output ELF instead of, or as an
additional option to, COFF shouldn't be hard at all. The real trouble
is that our runtime environment can not start ELF binaries, currently.
Making those things support ELF would be a major project, indeed.

One question arises naturally from this: what do you want or need ELF
format of object files for?

There's a section in the FAQ about ELF, I think.
