It's not "make allegro".  That implicit rule will only make one .o
file.  As all3931.zip comes pre-`configure'd for DJGPP, it's:

C:\...\Allegro>make
Compiling Allegro for djgpp, optimized.
[screens of make commands]
C:\...\Allegro>make install
