No. It's an interface supported by memory managers for the benefit of
DOS extenders working in 'raw' DOS. It's a foundation to build a DOS
extender on, not a DOS extender itself. The original design actually
came from the firms doing DOS extenders, IIRC.
DJGPP V1 had a VCPI-based DOS extender, go32.exe. Later, that was
ported to work with DPMI, if that was available. In V2, VCPI support
was dropped, because Windows platforms only supporting DPMI became
overwhelmingly important, and we couldn't keep supporting both
platforms without major pain in the lower back.
