You can have a look to the FAQ list, question 3.6 for a 
full reply to your question.

In short: you can use RSXNTDJ, an add-on package for 
djgpp, otherwise you can choose between other free 
compilers for windows, but they don't have as many 
tools/packages ad djgpp: cygnus, mingw32, lcc-win32.
