I thought 40 pounds was the rate that British Telecom will be charging
Internet Service Providers. This means the cost to ISP customers is going
to be higher. I think it's still substantially cheaper than a leased line,
but I don't know about ISDN. But what's the point of ISDN when you can get
ADSL?

I hope you don't mind me clarifying here: a lot of people have access to
cable, but not many use it. Most of the people I know that use cable use
it only for local 'phone calls. The cable companies (e.g. NTL) are just
starting to wake up to the idea that people want fast Internet access via
cable.
