What Damian meant (at least that's how I understood him) is that
Explorer is *always* loaded on Windows, because it's the default
Windows shell: it is responsible for launching other applications,
such as the DOS box, and anything else you run by clicking an icon or
a file name, or by using the START->RUN dialog.
There is a way to replace Explorer with another program that will act
as a Windows shell, but I never bothered to do that (and I'm not aware
of any free software that can do this, anyway).
Note that a "Windows shell" has nothing to do with the shell you use
to interact with the system from the DOS Box's command prompt.
