And MS-DOS indeed enables us to run programs written for PC DOS.
And MS J++VM indeed enables us to run programs written for Java.
And Microsoft Windows indeed enables us to run programs written for
Windows.

So you're saying that the first implementation of an API is the real
thing and all the rest are emulators?  Or are you saying that all
programs are emulators?
