DJGPP is a version of GCC (GNU compiler) for DOS.  Works just fine in
a Windows 9x DOS box.
The "Allegro" multimedia programming library works on DJGPP and MinGW 
and may also work on SGI; it works on Linux and almost works on Sun.

Yes, they're both ANSI and POSIX compliant IIRC, but there are a few
differences.  Read H-B B's post for more info.
