It could be, but only if WinZip didn't preserve the directory structure.  
Make sure that all the *.info files are in the `info' subdirectory 
*directly* below the main DJGPP installation directory.

Actually, the FAQ suggests using unzip32.exe, and warns about problems 
with WinZip.
