I've been working on an RPM-like package manager for DJGPP called zippo.
Progress has been, er, non-existent of late. I used it to completely
reinstall DJGPP 2.02 + all the packages I use (150MB of files) and it
seemed to work quite well. The home page is here:

I made quite a lot of progress since the last development release, but I
just haven't got round to packaging it up.

zippo has dependency information between packages - you write a DJGPP
Software Manifest which describes the package, and zippo can tell you what
you need to install before installing a package. I hope to get it to work
out what you need to install, so you can auto-install everything you need
to install a package. Uninstall, FTP/HTTP support, etc. are also planned,
probably using libsocket.

Laurynas Bivenis is working on FrontZippo, a front-end for zippo, here:

Rather than reinventing the wheel, it would be great if we three could
join forces and work on the same project. In fact, if there's anyone out
there willing to code, test or document zippo, then I'd appreciate some
help.
