In a nutshell: you don't :-( It's practically close to impossible to
achieve that conversion.

For the usual 'import libraries', you can create them from scratch,
based on the DLL, using DJGPP/RSXNTDJ's own tools. But for truly
static libraries, you're almost certainly stuck.
