Short answer: DJGPP by itself cannot produce Win32 applications.  Please see
section 3.6 of the FAQ for more details and the list of alternative solutions.

You can keep RHIDE.  If you use RSXNTDJ, you will have the same features.  With
Mingw or Cygwin, you will lose the ability to pass long command lines to the
compiler.  RSXNTDJ comes with an alternative IDE (RSXIDE), which is a Win32
application; you might try that.
