Maybe a simple install program like the DJGPP-GNAT could
be interesting. Take a look at ginstall.exe

Once can change the install script easily, including the batch
files produced with the correct settings (according to the chosen
destination directory). Anyway the installation is straightforward.
From a CD one even doesn't have to read the 'readme's to know
which .zip are needed!
