Your description sounds like a problem in installing the compiler. cc1plus.exe does not need to be in djgpp/bin, gcc should find it in its directory (lib/gcc-lib/djgpp/2.952) without any trouble. I suggest to re-read the readme.DJGPP file which came with the compiler distribution and see whether you missed some of the installation steps it mentions.
