That would be the Micro$oft Help Compiler which converts RTF files 
to .hlp files. I have a pretty old version called hc31.exe.There 
should be newer version on there site.

I think however Damien as you  suggested it would be better to 
write in HTML as IMHO it's far easier than writing RTF files and It's 
a industry standard.
