   You can build that file by  yourself
(well not exactly by yourself).  Please

As the title in  that  page  advertise,
enquire can  let you  know  "everything
you  wanted  to   know   about  your  C
compiler and  machine",  that means the
creation of the  headers "limits.h" and
"float.h". enquire is also an excellent
example  of  automatically  configuring
software.
