you could edit a file called hello.c and put this in it:
---------SNIP HERE--------------------
// Hello World Program
#include <stdio.h>
main() { printf("Hello World!\n"); }
--------END SNIP-----------------------
and compile it by using this command line:
gcc -s hello.c -o hello.exe
