To be more precise: you will have to go through many development tools, like GCC, Binutils, the debuggers, and rebuild/change them to support ELF. You will also need to rebuild the C library. If you want to actually run such programs on DOS/Windows, you will also need to rewrite the stub loader. For more details, see the DJGPP FAQ, section 22.21. If you have some special need in mind, which doesn't require building an entire program with ELF as the object format, there might be a way to do it. Please describe the details of what you need to accomplish.
