Anything's possible with NT, but I'd guess it is something much more
simple and mundane.

What happens if you type this:

    go32-v2 c:/djgpp/lib/gcc-lib/2.81/cc1.exe -version

If there's no "Permission denied" message in this case, type Ctrl-Z
and post here what it prints.
