It is not clear from your message what are you looking for. Do you want
to compile sources to run programs on Linux? Then simply use the
compiler that comes with Linux (it's GCC). If you want to use Linux as a
cross-compiler for DJGPP, to produce binaries that will run on
DOS/Windows, take a look at section 22.8 of the FAQ.

First, RHIDE can be built on Linux. Another alternative is to use Emacs.
