It looks like Turbo Vision.

To the best of my knowledge, Turbo Vision is not free
software. However, if you can get RSXNTDJ to work
(see above articles), then the Windows API has a
decent way to make windows and menus.

And there is some limited menu functionality in the
Allegro library's dialog manager; however, it doesn't
do overlapping windows.
