There is a 16-bit Cabinet SDK version on Microsoft's FTP site:
ftp://ftp.microsoft.com/Softlib/MSLFILES/CAB-16.CAB
The file is only a fifth of the size of the Win95/NT version,
but I haven't downloaded it myself so I don't know which files
are included and which have been left out.
