There are two thing that come to my mind:

1. I am not sure which parts of Allegro need to be active to make vsync() 
work. Did you e.g. do install_timer()?

2. Did you try it in a different video mode? Perhaps after all it is a bug in 
your vga-card and you used a different mode in your old program.
