I'd bet this didn't work in Windows 95 as well.  You need to change
this line:

  d:\djgpp\bin\setdjgpp d:\djgpp d:/djgpp

to say this:

  CALL d:\djgpp\bin\setdjgpp d:\djgpp d:/djgpp

Without the CALL, the lines after the one which invokes setdjgpp.bat
never get to execute.
